CTsource: How to Register and Respond to Connecticut State Bids
CTsource is Connecticut’s official State Contracting Portal, administered by the Department of Administrative Services. You do not need an account to view open state solicitations on the Bid Board or awarded contracts on the Contract Board. Registration becomes necessary when you want to build a company profile, respond to solicitations electronically, or receive state business-opportunity notifications.
Who this applies to
Contractors, suppliers, and service providers that want to do business with Connecticut state agencies. Municipal and other public buyers in Connecticut may run their own procurement processes; this guide covers the state portal. What you can do without an account
Two public boards cover most research needs before you register:
- The Bid Board lists open state solicitations — no registration is required to view opportunities
- The Contract Board lists active and awarded contracts — again viewable with no account
What supplier registration unlocks
Registering as a CTsource supplier requires your business information and enables the activities that viewing access does not:
- Create a company profile visible in the portal
- Respond to state solicitations electronically
- Receive state business-opportunity notifications
Registration, prequalification, and licensing are different
A CTsource supplier account is a portal record; it does not prequalify or license your firm for any work. Three separate Connecticut requirements are commonly confused with it:
- DAS contractor prequalification applies to designated classifications on publicly funded building contracts estimated over $1,000,000, with additional qualification documentation in the $500,000–$1,000,000 band
- CTDOT runs its own separate contractor prequalification program for transportation work
- The Department of Consumer Protection registers home-improvement contractors — a licensing function, not a procurement step
- DAS also administers the Small Business Certification program (SBE/MBE), an eligibility certification distinct from portal registration
Common mistakes to avoid
- Assuming that because you can read a solicitation on the Bid Board you can also respond — electronic response requires supplier registration
- Waiting until the submission deadline approaches to register, leaving no time to resolve account or profile issues
- Treating a CTsource account as satisfying DAS or CTDOT prequalification
- Overlooking the additional qualification documentation that applies in the $500,000–$1,000,000 range
- Confusing DCP home-improvement registration with permission to bid public building work
