Use this checklist as a second review, not as a substitute for the solicitation. Delete items that clearly do not apply and add every project-specific requirement from the issuing agency.

Opportunity and deadline

  • Official source and issuing agency verified
  • Submission date, time, time zone, and delivery method confirmed
  • Question deadline and communication rules recorded
  • Mandatory meeting or site visit completed and documented

Documents and addenda

  • Complete solicitation package downloaded
  • All addenda reviewed and acknowledged
  • Latest plans, specifications, wage decisions, and forms used
  • No required form replaced with an unofficial version

Eligibility and responsibility

  • Required registration, licenses, certifications, and prequalification verified
  • Insurance requirements reviewed
  • Bid bond or other bid security included when required
  • Debarment, conflict, tax, and disclosure certifications completed accurately

Scope and price

  • Scope, alternates, allowances, unit prices, and exclusions reviewed
  • Applicable wages, fringes, taxes, permits, bonds, and escalation considered
  • Subcontractor and supplier quotes checked against current documents
  • Numbers agree across bid form, schedule, and supporting sheets

Final submission

  • Legal name and contact information consistent
  • Every required signature, date, initial, and notarization complete
  • File names, formats, page limits, and portal fields compliant
  • A second person performed a requirement-by-requirement review
  • Submission completed early enough to resolve delivery issues
  • Confirmation and exact final package retained
